Russian President Vladimir Putin Speaks at the Plenary Session of the Future Technologies Forum, Highlighting the Quantum Realm


Last week, President Vladimir Putin of Russia makes a significant appearance in Computing and Communications the annual Future Technologies Forum, where the focus is squarely on quantum technology. Joined by esteemed researchers, experts and business leaders, President Putin delivered a convincing speech on the importance of quantum technology in shaping Russia’s future.

Quantum technology, the President stressed, holds the key to unlocking the secrets of the quantum world and harnessing its enormous potential for human progress. In his remarks, he highlighted the readiness of Russian researchers to overcome scientific challenges related to physics and quantum mechanics, paving the way for innovative solutions. Putin confirmed his unwavering support for their commitment, recognizing the importance of funding fundamental research in this area.

He showed that quantum technology is inherently related to the two quantum revolutions that have unfolded in recent history. This revolution has paved the way for the development of quantum computing technology and quantum computers. Moreover, projections suggest that promising computing systems will emerge in the form of hybrid solutions, integrating both quantum and conventional microelectronics technologies.

The exponential growth of computing capacity has been evident over the years, with computers becoming more and more powerful. Russian institutions such as Sberbank and Yandex have made commendable strides in the supercomputer domain, driving innovation in the field. However, the demand for computing power continues to soar, making it imperative for Russia to develop sovereign solutions in quantum technology to improve AI systems and neural network models.

To achieve this, President Putin emphasized the importance of expanding the domestic microelectronics industry. Efforts to create science and technology centers, such as the one in Zelenograd, play an important role in encouraging research collaboration and technological progress. Moscow’s intersectoral photonic cluster, for example, serves as fertile ground for research centers, startups, businesses and universities to collaborate on developing new solutions.

The President’s speech also highlighted the creation of a quantum cluster in Moscow, reflecting the country’s dedication to exploring future technologies. This cluster is expected to encourage experimentation, testing and implementation of advanced technology in various fields.

President Putin expressed his desire to attract researchers, including those working abroad, to contribute to research projects in Russia. To achieve this, he supports the restart of a large grant program, which provides the necessary funds to build strong research teams and tackle interesting scientific problems. He called for increased funding for the program and an extension of the grant period to encourage long-term commitment from researchers.

Through a revised mega grant program, Russia aims to support major research projects led by leading Russian and foreign scientists. They are encouraged to create departments at Russian universities and are actively involved in teaching and research with students and postgraduates. Thus, they will have the opportunity to form scientific schools in priority research areas.

In addition, the updated program seeks to attract young, promising researchers, including those living abroad, to return to Russia. By offering support and opportunities, the country aims to develop an environment that promotes open science principles and nurtures future scientific and technological solutions.

President Putin thanked all participants of the Future Technologies Forum, highlighting the important role played by organizations such as Roscongress, the Russian Quantum Center, Rosatom, Russian Railways and other innovation-driven companies, research institutes and universities. Collaboration between these entities, together with the expert support of the Russian Academy of Sciences, has been instrumental in driving scientific and technological progress in Russia.

The second revolution, which our presenter at the exhibition just described, prompted, among other things, efforts to create quantum computing technologies and quantum computers.

However, according to forecasts, a promising computing system will come in the form of a hybrid solution, which includes a quantum kernel and conventional microelectronics technology.”
